If you already happen to have a dev account registered with Apple then you can download it from there. If not, you can get the IPSW file of iOS 8 Beta 4 for your iDevice via the direct download links given below.

Apart from the usual bug-fixes and performance optimisations, iOS 8 Beta 4 (2A4331d) comes with new app, named Tips, which can guide newbies through the various new features of iOS 8. Keeping its tradition of kicking off every OS update with its home country, Huawei recently outed a new firmware update (version 4.7.16) for all the variants of its Honor 3C smartphone (H30-T00, H30-U10 & H30-T10) to developers in China which, apart from offering the latest Android 4.4 KitKat OS and EMUI, also brings a couple of minor UI and feature optimizations like better Wifi/cellular signal display, overhauled notification bar, as well as other enhancements for native Huawei apps.
